Outcomes of Discussions at the

  • The G8 Justice and Home Affairs Ministerial Meeting was held from June 11 to 13 in Tokyo, under the co-chairmanship of Minister of Justice Kunio Hatoyama and Minister Shinya Izumi, Chairman of the National Public Safety Commission.
  • At the meeting, G8 Ministers focused on various measures taken by the G8 states to counter transnational organized crime and international terrorism and discussed how to collaborate and enhance G8 efforts, reaching common recognition to further promote measures. As outcomes of discussions two documents were compiled and adopted by Ministers: G8 Justice and Home Affairs Ministerial Meeting - Concluding Declaration, and G8 Justice and Home Affairs Ministerial Declaration on Capacity Building Assistance.
  • An overview of discussions at the meeting is as follows:

    (1) Counter-Terrorism

    Following an opening statement by Minister Shinya Izumi, Chairman of the National Public Safety Commission, the session was chaired by Minister Izumi.

    Minister Izumi reported on efforts by the Japanese police to engage in counter radicalization. G8 Ministers shared their efforts to counter radicalization, strengthen intelligence gathering on terrorist organizations, and protect critical infrastructure, and discussed further promotion of such efforts by the G8.

    (2) ID-Related Crime

    Chaired by the Minister of Justice Kunio Hatoyama.

    Ministers first heard a presentation by the United Nations Office on Drugs and Crime entitled "An overview of Substantive Issues Regarding ID-Related Crime," and then proceeded to broadly discuss various issues including the current status of ID-related crime, the need for effective countermeasures, and the benefits of biometric border control.

    (3) Countermeasures Against Drug Crimes

    Chaired by Minister Izumi.

    UNODC gave a presentation that provided an overview of the recent global trends concerning drugs, as well as United Nations countermeasures. Ministers discussed the current status concerning drugs issues and countermeasures, as well as efforts on international cooperation.

    (4) Universal Networking against Transnational Organized Crime

    Chaired by Minister Izumi.

    The International Criminal Police Organization (Interpol) gave a presentation on efforts to develop a global-scale investigative infrastructure. Ministers discussed strengthening cooperation among relevant authorities domestically and internationally and promotion of public-private cooperation.

    (5) Capacity Building Assistance

    Chaired by the Minister of Justice Kunio Hatoyama.

    Ministers first heard a presentation by the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) about their activities in the context of capacity building assistance and a presentation by the National Police Agency on its support program for police reform. Ministers discussed various efforts on this matter and adopted the G8 Justice and Home Affairs Minsterial Declaration on Capacity Building Assistance.

    (6) The Fight against Sexual Exploitation of Children

    Chaired by the Minister of Justice Kunio Hatoyama.

    Ministers provided updates and reaffirmed their commitment to continue with the fight against sexual exploitation of children.

    (7) Adoption of Deliverables from the Roma/Lyon Group and the Concluding Declaration

    Chaired by the Minister of Justice Kunio Hatoyama.

    Ministers adopted deliverables from the Roma/Lyon Group and also the G8 Justice and Home Affairs Ministerial Meeting Concluding Declaration.

    Minister Hatoyama made a closing statement.
