- In June 1967, the Institute was established in order to take charge of an advanced investigative training course, specifically arranged for participants to enhance expertise and develop managerial capabilities.
- Qualification and Training Courses

- A long-term course is held for approximately five months twice a year. The course is designed for police inspectors with sufficient investigative experience and deemed eligible for managerial positions at criminal investigation divisions in prefectural police headquarters.
In addition, a short-term course is held for two weeks twice a year. In the course, participants are trained to be investigative leaders in the future. This short-term program began in 2006.

- The curriculum of the long-term course includes expert lectures, domestic and overseas study-tours, and thesis presentations. It is also characterized by small-sized seminars, where instructors and participants take up actual criminal cases for discussions and work out solutions.
