- The Center was established in June 1990 as the Police Communications Research Center for research and development on police communications. In April 2002, it was reorganized into the present form, expanding the scope of its research for information and communications on police activities.
The Center carries out research and development on info-communications network, mobile communications system, info-communications security, and supporting technique for front-line police activities.

The Center conducts research and development on advanced mobile communications systems for patrol cars and police officers, researching effective measures for improvement of communication quality, such as enhancement of radio equipment and aerials.

The Center conducts research and development on image processing technique to obtain clearer pictures from the unclear ones that were recorded by security cameras.
