Act on Prohibition of Flight of UASs around and over Key Facilities

Caution!

A person must not fly UAS, etc., hereinafter referred to as “UASs” (UAS: Unmanned Aerial System as known as “drones”), over and within approximately 300-meter radius of designated facilities (the “flight restriction zone”) without consent from the  administrators of the designated facilities.

Police, Imperial Guard, Coast Guard and SDF officers may order a person who flies the UASs illegally to take necessary actions, such as withdrawing the UASs from the flight restriction zone in order to prevent the dangers posed to the designated facilities.

If the person does not take the ordered actions or there is no time to order him/her to take the actions, police, Imperial Guard, Coast Guard and SDF officers may take necessary actions to prevent the dangers posed to the designated facilities, such as obstructing the flights and destroying the equipment for the flights .
   
A person who flies UASs in the flight restriction zone in violation of the provision of paragraph 1, Article IX, shall be punished by imprisonment of up to one year or a fine of up to 500,000 yen.

For the flights in the flight restriction zone,
you need to acquire written consent from the  administrators of the designated facilities or land owners of the areas located in the flight restriction zone.
Then you must submit the prescribed notification form(see the link below) to a police station which has jurisdiction over the zone by 48 hours before the flight.

Depending on the designated facilities, in addition to the submission of the form to the police station, you must submit another notification form to the administrators of the designated facilities and/or Cost Guard Headquarters which have jurisdiction  over the zone according to the MOD Ordinance and MLIT Ordinance respectively.

~Coming sporting events~

The venues and related airports for Rugby World Cup 2019 and the 2020 Tokyo Olympics and Paralympics are to be designated as flight restriction zone.  During those sporting events, only those who have consent from the Organising Committee would be allowed to fly UASs in the flight restriction zone.
