
| 1. Situation
- A Japanese phishing mail was found for the first time in December 2003.
But it caused no financial damage.
- In November 2004 , we recognized the first case of financial damage by phishing.
2. Measures of NPA
| | NPA planned and announced the following measures against Phishing in December 24, 2004.
(1) Phishing dial 110
- All prefectural police have established the information window "Phishing dial 110", and people can inform police about phishing e-mails or sites by telephone or e-mail.
- We collect phishing information in early stage and use them for criminal investigation and prevention.
- As it is important for ISPs to close phishing sites rapidly for prevention of damages by phishing, we notice the information to the ISPs if we get the information through the window.
(2) Investigation In order to arrest the phishers before stealing private personal data or swindling, we strongly directed all cybercrime sections of prefectural police to investigate 'phishing'.
(3) Cooperation with the Private Sector We request the following measures to the private sector in order to prevent damage by phishing.
- Cooperation with law enforcement.
- Public relations to their customers.
- Education to their employees.
- Use and enhancement of security technology.
